Other than Machine Empires, where it's basically a Neutron Sweeper (which IIRC does not work on robots) IMO it's more about maintaining empire cohesion: blast a planet with it and they will all become spiritualist, which will move them all into the Spiritualist faction which (hopefully) will be a lot happier than whatever faction they were a part of. 4-16 minirals and no worry about the world. I understand if the Neutron Sweep not working on Machine World was just an oversight, but it makes sense that it doesn't work as well. Use god ray for force mass shifting your own pops to one faction or to clear out robot fortress worlds. Spiritualist can't use the neutron beam.
