I've got workshops making money in my prison about 32k a day for exports, so I've overstaffed a bit, have 191 guards for 250 prisoners and let them all take breaks at the same time ( in practice this comes out to about 45 stationed, 43 patroling, 27 doing jobs, and 40 on break, with another. ps, I checked with newly arrived inmates.
